The U.S. Department of Housing and Urban Development (HUD) has released the FY2026 Continuum of Care (CoC) Program Competition Notice of Funding Opportunity (NOFO). In response, Doorways of Northwest Florida, serving as the Collaborative Applicant for the FL-515 Continuum of Care, has released the FY2026 Local Continuum of Care Program Competition Request for Renewal and New Project Proposals (RFP).
The FL-515 Continuum of Care serves Bay, Calhoun, Gulf, Holmes, Jackson, and Washington Counties.
Eligible renewal and prospective new project applicants are encouraged to carefully review the FY2026 CoC Program Competition NOFO, the FL-515 Local Competition RFP, and all associated application materials before preparing and submitting a proposal. All eligible organizations, including those that have not previously received CoC Program funding, are encouraged to apply. Faith-based organizations may apply on the same basis as any other organization.
The local competition is conducted in accordance with the FY2026 CoC Program Competition NOFO and establishes the process by which project applications will be reviewed, scored, ranked, and considered for inclusion in the FL-515 Continuum of Care Collaborative Application submitted to HUD.
The FY2026 CoC Program Competition consists of two separate but related processes:
To be eligible for inclusion in the FL-515 Collaborative Application, project applications must successfully complete the local competition process and satisfy all applicable HUD eligibility requirements and locally established competition requirements.
The FL-515 Rank and Review Committee will evaluate and score project applications using HUD priorities and the Continuum's locally adopted scoring criteria. Following completion of the local review process, projects will be ranked and prioritized for inclusion in the FL-515 Collaborative Application submitted to HUD.

The project ranking and review process is a community-coordinated process for objectively ranking project funding applications based on a community need and HUD-specified priorities. This process is updated annually to address emerging needs in the community.
