FY2026 Policies
The following FL-515 policies establish the framework used for project ranking, funding decisions, and reallocation during the FY2026 Continuum of Care Program Competition.
Project Review & Scoring Process
FL-515 uses a structured local review process to evaluate project applications submitted through the FY2026 CoC Program Competition. Applications are first reviewed for applicable eligibility and threshold requirements. Eligible applications are then evaluated using the appropriate FL-515 project scoring tool.
The CoC Ranking & Review Committee reviews and scores project applications. Collaborative Applicant staff consolidate the scores, and the Ranking & Review Committee confirms the Project Priority Listing. The results are then presented to the FL-515 Leadership Council as part of the local competition process.
FY2026 Project Scoring Tools
The FL-515 Continuum of Care uses project-specific scoring tools to support a consistent and transparent review of applications submitted through the FY2026 local competition. Scoring criteria vary by project type and may include project performance, program design, organizational capacity, financial management, service to high-needs populations, and other locally established criteria.
Final project ranking and local competition selection results will be posted following completion of the FL-515 project review and ranking process. The results will identify projects accepted and ranked, rejected, or reduced, as applicable, for the FY2026 CoC Program Competition.
